What is the time limit for the kick when someone is votekicked?

I thought it was just for the session as I have seen people try to relog to get around it but someone was votekicked (not admin kicked or banned) from the Goldrush server yesterday and he claims he couldn't get back on for "a while".

I asked how long he couldn't log on and he said "a couple hours, maybe" so then I thought maybe it kicked him until the map changed but this doesn't coincide with other people I've seen get kicked and then return.

The person in question isn't complaining; I'm just asking for my own knowledge.

They increased the maximum size of friends list yesterday or day before. I noticed because last night somebody requested to add me while I had 150 people on my list.

I don't know what the new limit is, but it's probably not less than 200. So, those of you who have tried adding me before but couldn't, go ahead and try again.

Many of you have heard of the Save the Spycrab campaign that is sweeping across TF2 servers worldwide. You may have even seen the posters with the infamous lines "Think twice before you wrench".

These spycrab-loving fundamentalists want you to "Remember, this rare and beautiful species relies on YOUR sentries and dispensers to live! So, the next time you see that sapper, think twice about pulling out your wrench."

I plead to you today... do not be fooled! The spycrab is not your friend, nor is he a "beautiful species".

I have the image proof of the havoc these vile creatures produce. Take a look, people:
