Raffle is actually a neat idea. I'm thinking hats as prizes, free reserved slot for a friend, refined metal, 2-3 paints.

sure, don't put hats in the server title. BUT, do use hats as a motivator, be it a raffle or whatever. People like hats, so exploit that craving for the well-being of the server.
