So, for the past few weeks or so, my ping has been going up from 50 to around 300-400. This happens randomly, and can last from as little as a few minutes up to a few hours.
I'm not too sure how to go about finding what the problem is, does anyone have any suggestions?
EDIT:I do know it's not because other people are using the Internet at the same time.

Have you attempted to set up your Internet Connection within steam options (downloads + cloud) to Cable/Fiber > 10M?. Last time it was set to modem 56k for me, and it caused a huge lag.

Just did that, but it didn't make a difference.
Just checked my ping on a server, was around 700, but my downloads off the internet are going at full speed (Around 7 Mbps)

Could be an issue with steam if everything else works fine? I'm not an expert in this field

Running on windows 7? Also disable steam cloud if you are lagging without ping spikes. See the ping spikes on every game or is it exclusive to tf2?
I was a commando you know.

It happens on every game (Well, at least TF2 and L4D). I'm running Windows 7.

I didn't see the new posts.
go into regedit
open hkey_local_machine, then software, then microsoft. Go to windows nt, then current version, multimedia, systemprofile.
There should be (default), networkthrottlingindex and systemresponsiveness.
Right click network throttling click modify set the value data to ffffffff, restart.
If that doesn't work then i'm out of ideas.
