Right click network throttling click modify set the value data to ffffffff, restart.

I'm going to assume you have a router, try plugging your cable directly into your comp instead of the router. If that is the problem try resetting the router as some routers slow down the longer they are on, if it's still borked you should consider a new router.(average lifespan of routers can be as short as 1 year.)

Ok I'll try that, but the problem happens during random times in the day/night. So I think it might be an ISP problem. But I don't know how to make sure of that.

You could call the isp but you won't get much useful info. Some isp companies have issues with steam when it updates. Try online games that don't involve steam and see if you get lag there.

Don't have any online games other than those on Steam. I was playing TF2, and my ping started going up to 350. Its been fluctuating between 50 and 350 for the past hour or so. I tested my connection on SpeedTest, and my latency was around 270, which is much higher than its usual of 25 I get during normal periods.

Then it's most likely the router or isp. And if it's the same when you plug the line directly in it's the isp.

Do you have a wireless? If so then the cause might easily be any electronics in your house, a simple use of a microwave oven will fuck your signal up and cause hell of a ping spikes. If it isn't also too secure with easy password or no password someone might also be leeching it.

check the current state of your wire, if it has nasty scratches in it you might lose network everynow and then which might appear as just ping spikes. Check that its proberly plugged in at both sides, if it is even slightly loose it might do the same above.

Major updates going on for other games or programs? Or even on antivirus or windows? Thise can be gigantic ping killers obviously. Some antiviruses update daily on certain times so this might be one cause.

Someone downloading anything at all? Torrenting something? etc..
Very obvious causes. If someone who is sharing your net downloads anything at all it will spike the ping. This also includes Youtube videos.

Storms around your place? Or the ISP company having trouble? Major storms can knock down internet providers every now and then just like they do for the electrizity. ISP provider can sometimes also have some downtimes and repairs going on, so I suggest you check your ISP providers site for news/call them if the problems ensue.

Viruses? Very nasty cause, a simple trojan that have sneaked in will make your internet go crazy. Though unlikely, you might still want to check just incase if nothing else resolves it.

If its a cable internet connection or another shared connection at your uni then your node may be oversold since you share bandwidth with everyone else on that node. Since it only spikes at certain times of the day i would say thats possibly the problem...

Do a tracert in the dos command prompt to an ip address (suggest sourceop server) and post it here.
