Usually when you are defining values there is an implied "equal to or less than", like if you are buying a video card and want to spend between 200 and 300$, that doesn't mean you can't spend EXACTLY 200$ or 300$.

And when talking about people (or creatures / living beings) for that matter, you can't have a decimal. Explain to me what the number below 2 but what above than one is?
