I just started experimenting with source recorder today and a tutorial said to set my host_framerate to 30. i did this, tried making a video, and then joined a sourceop server but i was immediately banned. "Cheating: host_framerate set to 0.000000" I'm not sure what this means. can someone explain this to me and why i was banned?

Nothing. It probably just needs to be changed to allow that value. Unbanned.
