Tiers would probably be the best idea, or having the per-month donation work just for Valve1 (and maybe goldrush, they complain a lot too). That lets the people who can't spend money month-to-month but want to play, well, play (college students for example). They might have to go to Valve2 to play, but they still can, and with a regular crowd (though valve2 still needs revamping).
But what are the actual numbers? I have to assume there are a lot of donators that never, or rarely, join a sourceop server anymore. Tracking the connections of current users versus the donator list should also give an accurate example of the real donating community that plays on a sourceop server, thus allowing for a more realistic monthly figure and slot strategy to be determined.
