I took a demo of the lag around 1pm CDT June 30.

The demo is short, but right at the end it shows one of the huge spikes I've been getting since Monday.
When you use a netgraph 4/5 you see a nasty sawtooth lagspike following a fairly large gap from packetloss.
For reference I'm using:
rate 35000
cl_updaterate 60
cl_cmdrate 40
cl_interp 0.01
I'm only having this problem on Sourceop and eGO servers, which are both hosted by Softlayer out of Dallas. Most servers in Chicago and other Midwestern cities are not giving me problems. Our internet connection is more stable than it has been in months. Not sure what to do.
