use paint. i doubt your spray is compelling enough to require heavy editing under photoshop.

the point isn't the quality of the image, but the features of the filetype.

photoshop can easily add transperancy, resize it so it is still usable, etc

vtf edit can resize... infact i dont think you need vtf edit for tf2(i use jpeg's alllll the time) making a spray is really simple. and i think using photoshop for it just complicates it. maybe im biased torwards MS paint.
