Text spammers are pretty easy to pick out though...
Technically, any issue can be subject to the opinion of the admin except possibly blatant and obvious hacking (but that's another topic in itself).
Personally, I would define a "mic spammer" as any player repeatedly and/or continuously abusing their mic in-game so as to render other players unable to communicate via mic regarding the game. (ie. you missed the warning about that spy because some moron hasn't taken his finger off the voice activation key for 2 minutes straight)
There are other ways to abuse your mic such as griefing, harassing, excessive complaining, whining about team-stacking when you're losing, preaching, excessive political jabber, or just generally being an idiot but these would be classified separate from "mic spam".
For example, that guy who goes "OMG, you suck" and "my team blows" after each and every round when he's on a losing team technically isn't "spamming" but he is being immature, annoying and obnoxious. This type of mic abuse is typically easily corrected with a simple gag. Voila! Problem solved. :lol:
