Based on how it was last year (higher drop rate in festive crates) that's probably your best bet. Unless they repeat Halloween and just add new effects that are limited with the drop rate the same; which is still not a bad thing to try to unbox for.
My last unusual (Cauldron Ketche) took 360 crates. One before that took 330 (green fetti attendant). It's the luck of the draw. (Granted my first took ~300 to get from the introduction of crates till June, and was a Burning Big Chief. Then ~180 later was a Burning Fukka, then the drought to the attendant).
Notice how I say crates. Crates are free, or nearly free. If I say keys then my mind can do the math fairly quickly, which would then want me to get blackout drunk.

i was feeling lucky the other day when i came across a few #23 crates and a few others...opened the 1st two, got a milkman and strange scattergun, and thought "im even having a good start!"
continued to open the rest, about 12 crates in total...with a strange axtinguisher being the most notable thing...RAWR. :lol:

Both won a steam contest, got like 1000 bucks into both steam accounts. His bro didn't want any games, it was holidays, and HOUWARS came out the next day...

i spent 100$ in keys, unboxed 1 unusual, a shitty doctors mirror with planets, all i gotta say is better invest in an unusual instead of hoping to unbox one, thats my advice,
