My personal opinion is Ban the bastards if they continually do it. I understand people jump in W+M1 style and you take damage but the flame thrower is not intended to work under water and jumping in the water to circumvent the hit box and make it think you are on dry land is and always will be in my opinion an exploit. Especially with the intended target is fully submerged. This isn't the admins fault its Valves.

Valve taking no action to fix it may indicate that Valve thinks it's working as intended, which is one reason I don't ban people for it. This bug/exploit/intended behavior has been around for a really long time. Most exploits get patched in one or two patches after being discovered.
