Got a new account on the sale for various reasons and set it up. All character models have what looks like a weird glaze all over them. Might be described as a sheen. I cannot adjust brightness levels for some reason, but none of the video settings look off (all are on low for now). What gives?

I think the "bloom" effect does this in advanced video settings. Ensure that it is unchecked and see if that fixes it.

I believe this is caused by turning off bump mapping. Some people get performance tweak options online and do this without knowing what the effect will be.
Most of the time people do it as a TF2 launch option.

try mat_bumpmap 1, mat_specular 1
that should take care of your issues, took care of mine.
