No, even though it says that the only reason they vac ban is for cheating, they've been using the VAC system to carry out justice instead of deleting your account so that they could avoid the lawsuit of "They created a product that can only be played through X service and then disallowed me from using that service, which is unlawful." The fact is that Terms of service are actually in conflict with the law in certain cases (or in dark gray areas, at least) and they would like to keep these things out of court less they force "Gamer bill of rights" where they have to actually make the EULA both fair and easily understandable for the consumer, which would bring up the fact that EULA's actually have no legal validity.

Last time I checked you still don't actually have any legal right to play any of the games you buy on services like steam, and through a legal standpoint they're letting you play their game and they can do whatever the fuck they want with it.

Also worth mentioning that Hotz is a coward and set an appalling precedent that violating the TOS was a breach of contract and constituted legal action. (Imagine saying a naughty word on WoW and getting sued for 1,000,000 for a contractual breach)

Those are all an extension of the Terms of Service and therefore a part of a binding contract according to Hotz v. Sony. They can literally sue you for breaking those rules.
