They could have an in-game market like Spiral Knights (I would love that for the metal to keys market, and Bud sellers would love that for Buds to keys) The average noob would very quickly get an idea of the market, and being able to offer unusuals to the entire community would turbocharge the economy.

Facilitating trades through Steam Wallet would be a nightmare, but who else has the authority to recover items achieved through credit card fraud? The largest problem is the idea of paying cashouts, but being able to hold that large ammount money is worthy of Visa.

This is the future of gaming. They are printing money. How many of us have dropped a grand on this game? Most of the top sellers are operating at a loss after buying keys. Ultimately, all the keys come from Valve store.

i like all these ideas, if valve had a team to deal with these issues, but like u said dopp there not customer support oriented, there service really sucks, ive been scammed a few times, and they dint do jack shit, even with proof, maybe 24 hour deal clause, like u got 24 hours to make a change to the trade decision if ur not sastified or something, dunno just an idea, also if valve sold buds, and unusuals in there mannco store all this shit would be so much easier, i like the idea of a tf2 market in manco land, yes it would cut profit for u money oriented fellows, but atleast ud buy it directly and u couldnt get scam by mannco, :0

And they don't need to formalize a steam wallet. At least not at first. Again, the SR point above fits here. And when they do add the wallet, or at least 'Mann-co bucks', an item that is worth actual value in the Mann-co store or something, they'll especially need the team to handle disputes, chargebacks, and other stupid crap.
I would LOVE to lead this team, write the processes, the tools required to track stuff, the integration of a true trader rep system, formalize an actual dirt mall in-game where anyone can sell anything at any time, a Mann-Co mall where players can setup their own storefronts. I know the best practices and the coding, and I know how much of a boon to the face of Valve it would be to focus this hard on customer service.

In any event it won't happen because Valve's focus isn't customer service/satisfaction. And it's a shame.

(For the record I get stupid passionate about customer service, process improvement and the like.)
Thing is you can't govern something like this when it is happening with third parties. Like I said, they would HAVE to require you trade solely for things within their control.

Except they already do it now. They'll do a 'one time' whatever they call it and restore your items. Formalize that, add a tracking mechanism, and done.
