It won't find my SERVER.CFG no matter where I put it, and every time I start our arena server I have to manually set the hostname because it likes to change the name to "TEAM FORTRESS 2 ARENA SERVER" every time it changes map.

A seperate config file is executed when the map is an arena map. Look for config_arena.cfg. The normal config file is executed first, then that one. You can make it empty if you want nothing to change.

PS. I left the arena config blank and it still changes the name, there is something stupid happening with this server
