Civilian is more important to mappers than you may think, because it used to be a generic class for fun maps.

i know what i know about tf2
i might be wrong, but it was my understanding that all the files that are currently in the build seem to indicate that it was a post of some objective map type from tfc where you escorted a civilian around, similar to payload, but the objective could be killed

Civilian is definitely a class, it just doesn't have a model or animations.
Last year, back before they patched it you could type "join_class civilian" in console and it would make you a scout with no weapons or animations.
