For the rotation server, I was thinking of a veto map vote at the end of the map. So when the map is ending (like 6 minutes left) a menu will pop up saying what the next map is. Players can chose to veto it and if the map is vetoed, the next map in the rotation will be chosen. This is kind of like Halo 3. What do you think?

I think that would be better than no vote at all.

Would a full on map vote be better? I already have one of those coded. I didn't want to do that though because I want to try and stick to the rotation.

I am against map votes because idiots like to play the same maps over and over again, and we would likely have two 2-fort-only servers if we did have a vote in place. (and, no, "IF YOU DON'T LIKE THA MAPZ WE PIK DON PLAY ON TIS SRVER" is not a valid response)

Yea, you're right about that. The map cycle would get repetitive with map votes.
But I think the veto idea is pretty cool. Because I can't tell you in words how much I hate granary. lol

could you make it so you only have map vote at the end of rotation maps, and make it so after a voted map ends, it returns to the rotaion where it left off?
also i think a minimum of somany people should have to vote for the same map, like 40%, inorder for it to count
and not 40% of those who voted, 40% of the people on the server

Well, I was thinking that this was the sort of thing that would happen towards the end of every map (like when there is 6 minutes left).
