I have, and it still seems to pop up. Been fighting with my ISP about it too, as they claim nothing is wrong on their end but some traceroutes show packet loss on their end.

It's possible it's not your ISP. I never ruled it out. If it happens during a certain time of day or while I'm on Steam or something let me know and we'll try to figure it out.
