"Perfect weather conditions" means that he did not have to compensate his shot for humidity, wind speed, barometric pressure, etc., which is what a sniper normally has to do when lining up a shot. Any shot over about 500 meters needs to compensate for this because there is no such thing as 'perfect weather conditions' There is always barometric pressure, humidity, and wind speed.

To simulate this effect, play a round of cp orange as sniper. If you would prefer to be the victim play heavy.
