Try reinstalling, if the textures aren't loading maybe you somehow lost them and reinstalling will put them back in.

Navigate to your tf config directory. Should be something like:
program files\steam\steamapps\%steam username%\team fortress 2\tf\cfg.
Open the file config.cfg with WORDPAD (not notepad, trust me...).
Scroll down thru the file. You will see a lot of "binds". These are your keyboard and mouse bindings. DELETE EVERYTHING after the last bind. Save the file, then start up TF2. Your screen res and whatnot should now be defaults. Without changing any settings, connect to a server and see if it is still doing it. If not, presto yer good to go. If you feel like you need to go back and change settings, do so but only do ONE AT A TIME. IE: change res, apply, then connect to a server and make sure everything is ok. This way, if you make a change lets say in the advanced video section, you will be able to single out exactly what it was that caused the problem.

Are you playing on maps made for TF2/are they textures that you have in TF2? If they aren't made with TF2, that's a problem causer.
