Because it's also available for PC through brick and mortar stores as well as online retailers that aren't associated with Steam in any way.
I guess they wanted everyone to use the same system.

Is it just a gamespy ID or do you actually have to install a third party program?

in fact, it was painless to register the ID from within the game menu. they really made it as unobtrusive as i think they could.
as an update, ive been playing through single player w/ siren. lvl18 now, got a crazy fast repeater for my main weapon, and hugely powerful magnum and snipe. the guns are awesome.
