I am sure they can. Thats why when many of them join, the first thing they do is complain about team stacking.

I was new to Gold Rush once and had to take my lumps. Took it as a personal challenge. Learned the map and sought to assemble teams that would win and eventually became a regular. A precious few of the Gold Rush regulars played when Sups, Spam, and Frost dominated the scene but people complained about stacking then and they do so now even with the new faces. Everyone who comes there without a chip on their shoulder enjoys the experience over time and meets some excellent teammates.
