I love how sellers post shit for sale and will eventually get around to selling it. When they feel they've sucked every fucking dollar out of whomevers willing. Got to love greed in action. I believe he's angry at those people that go "THIS IS MY FAVORITE HAT. THERE IS NO CHANCE I'M GOING TO SELL IT UNLESS SOMEBODY OFFERS ME 4 TIMES AS MUCH AS IT'S WORTH. WHY AM I EVEN PUTTING THIS UP FOR TRADE?". That type of deal. In which case, I agree completely.

Actually, I think he's just talking about people who don't trade their items after getting pages of shitty offers. Most likely, he offered on an item, got rejected, and now came here to vent.
