If there are cheaters in the server, say contact admin in normal chat. A form will pop up that you can fill out. If you select emergency, I will get a text message about the incident on my phone and can respond quickly.
You can also use this form outside of game:

Make sure you select emergency, problem, or feedback.
Abuse of the form will get you permanently banned.

No. But if you use it to call everyone a cheater all the time, but you really are just terrible, I'll probably just block you from the form or something.
You can/should use it for mic spammers, severe widespread lag, and other bad stuff like that too.
The contact admin thing has been around for a few months, just not very many people knew about it.
