Wow, you probably have better support than most game companies. I used to host halo servers and i never really gave a crap what was going on in them unless i was playing at the time or a clan member was playing.

Yes, people who join for the sole purpose of griefing, mic/text spamming, etc will be dealt with. In fact, mic spamming is probably near the top of the list when it comes to "no-no's" for SourceOP.
If you have a mic spammer, a griefer or someone who joins for the sole purpose of insulting others instead of playing then you should definitely let an admin know.
EDIT: I should have clarified Asai that there are two options on the form, one for general problems and one for emergencies. So for cases like you mentioned it may only require a general problem report- especially if you can successfully mute or votekick the culprit to temporarily ease the problem.
As for the order pizza feature, I heard it's all on Wieks. Just type /pizzaWieks in console and give it 30 minutes or less and your delicious-cheesy-goodness will be on its way!
I agree that those who mic spam/grief should be subjected to the same disciplinary actions as a hacker would. But the thing is, there is a grey area when it comes to diagnosing a "mic spammer". A lot of admins (in general) have different opinions and views on mic spamming. Where you draw the line is dependent on the admin who is present. With hacking, there is a pretty fine line to cross, and once you've crossed that there's no disputing it.
Text spammers are pretty easy to pick out though...

Personally, I would define a "mic spammer" as any player repeatedly and/or continuously abusing their mic in-game so as to render other players unable to communicate via mic regarding the game. (ie. you missed the warning about that spy because some moron hasn't taken his finger off the voice activation key for 2 minutes straight)
There are other ways to abuse your mic such as griefing, harassing, excessive complaining, whining about team-stacking when you're losing, preaching, excessive political jabber, or just generally being an idiot but these would be classified separate from "mic spam".
For example, that guy who goes "OMG, you suck" and "my team blows" after each and every round when he's on a losing team technically isn't "spamming" but he is being immature, annoying and obnoxious. This type of mic abuse is typically easily corrected with a simple gag. Voila! Problem solved.
