    That's just plain racism.

    I got a B+ on a test, my coloured friend got a B-...
HE HAD EXACTLY THE SAME AMOUNT OF POINTS!

So I told the dean about this and he said he couldn't interfre with the grades teachers gave and it probably wasn't about the points but about him not paying attention...

    TOTAL NONSENSE!

He payed MORE attention than I did!

Shouldn't the chemics teacher simply be fired?

Yes let's fire your teacher and force them to move to find another job based purely on speculation.
I was a commando you know.

As a grader, I'd suggest you just talk to the instructor about the discrepancy; he'll likely fix it. Unless you're a jackass about it, in which case you'll both get a B-.

Who cares about letter grades on assignments anyways? The points are all that matter in your final grade.

We have a rating system based on cooperation in the classes.
Some people lost 3/10 points due to not being attentive and disturbing the lessons.

Well I got higher than him while he payed far more attention and disturbed the lesson a lot less.

But I talked to the dean and he raised his grade to a B+...

The teacher said he didn't count the points correctly (then how did he write the correct amount of points on top of the test?).

LOL Grading mistakes are extremely common with teachers, they're staying up all night marking between 20-35 tests (average high school class size). Just because the teacher wrote the wrong letter grade at the top, doesn't mean said teacher is racist.
