Best Country for creating paypal acc?

Hello, i just want to ask which are the best countrys for creating a paypal account. I currently live in Argentina, and paypal charge me fees for almost everything i do(send money, recieve money), so it's almost impossible for me to trade for money here in SourceOP, so now i am asking which countrys are the best. I mean, that they do not charge you fees for sending and recieving money or have something special.

I also want to know if you can have an unverified USA account, i think that i will be able to buy games from steam without problem, but steam or paypal will ever try to contact me?Like call my phone or send a letter? I plan to put a Burg€r King address and phone number or something like that.

I don't plan to add a debit or credit card to that paypal account or make a cashout. I will only use it to buy from steam, electronic arts, those kind of digital stores, for digital goods. Or buy at DealExtreme(website from china that sells things very cheap and have free shipping worldwide) and make them send the thing that i buy to my address in Argentina. So, no one will ever try to contact me in my "fake address or phone number"?

Wouldn't that be considered fraud? If paypal even suspects this, they will freeze your account and keep whatever balance is in there.

I don't think they ever send stuff in the mail, but may attempt to call you if there is a problem. Is it possible to use a US based number from outside the country with skype or gtalk?

It might work for steam, but if you're trying to have something shipped to you, it could be problematic being unverified and shipping to a different address than what is in paypal. The seller would not be protected against fraud and is likely to cancel the order.
