It's set to "Non-solid" exactly like all other aesthetical props, because properties are saved through copy+pastes. This saves time for mappers rather than manually spawning a new entity each time. You'd know this if you had a single clue about mapping.

First version of goldrush had tons of these aswell, it isn't new for valve to overlook their maps.
