Should hackers go on the Scammer list/be banned from source?

As title says, should they go on the scammer list if they use hacks?


For example, LegitSkritz has hacked several times... gotten VAC banned at least twice... and changed accounts. But he still hangs out around sourceOP, despite this fact... if they hack, aren't they already untrustworthy persons?

Most communities do ban alt accounts, no idea bout here.
