obviously not conclusive, but I've joined a couple times with one other person, played on the non-"stacked" team, and we were able to turn a 0-7 team into a 7-7 team. It can certainly be done with just two.

was on yesterday, took under 2 hours to top scoreboard/200+ pts. on the non stacked team. (tho we still lost) 1 man cant make a difference when all the goldrush ppl just w+m1 in(regardless of class)

Actually, I was on your team as well with a few other regulars. I was using a different account.

On the flip side, I was on Valve Maps with a team crapping its pant over the regulars on the other team. We won several of the maps.

For the most part. Who are we kidding, it only takes two to three people to make a difference on a lot of servers.

Ban all the elite players, no one who has any skill should be allowed to play on a PUB server.
