call of duty team is able to release three games in between every Half Life 2 episodic release.

To give them credit, they have two dev teams working on it. Treyarch and IW.

This way they can put out one game every year but it is still quality because of a two year development period. However, IW is MUCH better than Treyarch. IW makes cod4 and MW2.
