I agree, the entire scout update was a failure. Let's see- egypt (not good), junction (BAAD), watchtower (not good), bonk (way underpowered compared to pistol), sandman (sldkfhalskhdflskjdf). The FAN I'm okay with as it stands.

The FAN is fine. It's biggest problem is that it launches you when you get hit with one pellet. If they made it require something a little meatier for knockback it'd be ok. An easily controlled 3rd jump would be overpowered.
Nothing should have an effect like the Sandman. Make it like a flashbang then maybe it'd be ok. It looks like that's what you're suggesting.
Sandwich and KGB are fine. Blut needs a little nerf but it really isn't a huge deal.
Kritz is fine the way it is. Maybe if people spent less time holding their dicks and more time trying to kill medics in pubs then people getting their face blown off wont be such a big deal.
Ubersaw is fine.
Jarate is slightly OP but nothing to write home about.
