Reporting a broken link (or possible account restriction?)

I noticed that my SOP rep thread had been closed sometime in the last day or two.

In an attempt to follow the proper channels, I came across a broken link in this site's contact instructions.
After clicking the "Contact Us" link in the site's footer and reading the email stipulations, I attempted to follow a link within the rules, only to find that the link is either broken, or that my account has been restricted for some reason within the last couple days.
