In order to withdraw it, yes, most likely.

he means to receive it....you don't need a credit card to receive payments you just need to make sure the sender knows your registered email address, but you need a bank account to be able send money, if you have added a savings account then you need to add a credit card account as well.
if you add a credit card account then thats all you need, you don't need to add anything else.
