Problem is, "noobs" to TF2 trading don't know what's going on so when they get sharked they usually don't report to trade websites like SOP. People do give a shit, but only when a clear and apparent sharking has occurred. (you have to realize most "sharkings" are done under the cover of darkness)
It'll be great if there was a tool (which i'm sure can be developed) that lists all the second owners of unusuals with a +1 counter for every unusual that person has ever owned second.
If it was developed I'll love to shove that report in the face of all the cocks that ever called me a Shark - Mainly Scorpion and Zippo. But on a lesser scale and no hate towards you Beef only cause you were misinformed and aren't a Shark like the others.
I noticed that 90% of the time you won't see a previous owner at all. The shark is the only owner in the tf2items history but the original i does not match the current id which can only mean that the hat was traded from a private backpack or one that hasnt been scanned with tf2items yet. Since this isnt proof you cant really do anything. You could start asking people to show their trading history but that would go to far.

it must be quite possible to make a item search which is better then tf2 items, because otherwise the sharks wouldn't able to show up as the first owner of a hat
