This is a growing market. People don't realise, but more and more they are willing to buy virtual items. (I liked it when it was just me.)
Meanwhile Zynga is making a fortune selling coins or whatever, but as a group online traders have built a strong economy already.
At some point the game will be ruined, and the hats will be worthless, but so long as the Steam service holds, these hats will be traded for cash.
Most of my hats have been purchased at buyout plus five. I tend to offer 85% on hats, but the good ones will move for more than buyout. When I go to sell these hats (and I have a few I'd like to cash out because sellers aren't upgrading like they should) I'm going to list the buyout as firm. Somebody will want it.
The resellers need a little enforcement on the code of ethics. Obviously, we've been through sharking, and though it will continue, at least they will have to skulk in anonymity rather than throw powerful reputations around. Clearly, even if they act like dicks, people will still do business with them.
I pay the resellers because I don't want to deal with the rabble. I shouldn't have to read about how bad it is to shift through the silt. You're making a profit, I don't come here and complain about my job.
I maximise my game playing experience with a little bit of discretionatory income.
