in cevo competition it wasn't set in the amount of time it took blu to capture it, but they gave blu less time to capture from the start. They aren't all symetrical, and payload maps weren't included because red could completely destroy blu until blu went on a run and got rid of 3 or more players, the cart would push each point. Essentially Payload maps were too easy to win as blu with small teams so they were excluded from cevo matches. I helped organize the original cevo season 1 and basically everything you are looking through now with all these tournaments ive heard before. they decided on 6v6 because it was a lot more likely that one player go on a streak and it actually make a huge huge difference, however defending points was almost impossible. They didn't use ctf maps because without setting the amount of needed captures way up it would end in a really short amount of time. They did do the prelimenaries with ctf well set at 10 captures and it ended in about 6 minutes 8 to 10. It was kind of exciting, but it was just which scout could dodge the most.
