It happened to me once.
Once i planned to buy a Strange Rocket Launcher,
Add this person on Steam (as he post that he will sell for 3 keys) and had a little conversation.
Me: Hey, is your rocket launcer still available?
Him: Yes it is still available
Me: How much - 3 keys?
Him: Yes
After which, invited him for a trade and placed my keys and his Strange rocket launcher and ready for a trade.
Out of a sudden,
Him: I need sweets for that..
Me: Huh?
Him: Additional 1 key
Me: Sorry, overprice. Its just a Strange Rocket Launcher and not an Unusual Hat!
Him: 2 hats or 2 ref?
Me: Forget about it..
I was quite annoyed with him and cancel the trade.
Eventually, found another user with S. RL and trade for 3 keys and closed...

I'm honestly really surprised people don't implement negotiation tactics on Outpost or TP. Also on the topic of lowballers, I'm fine and up with negotiations and will often reply to a lowballer with a little overpriced payment and we negotiate from there. It's how I sold my Hotrod/Brigade/Dead Cone.
