Is there any way he could provide screenshots of any correspondence he got from Valve, or perhaps have him put in a support ticket so they can give him confirmation of the game being revoked? Having games revoked IS a scam and IS worthy of a mark on SteamRep. However, we need solid evidence.
Specifically, we need:
Screenshots showing the trade took place (you can get this easily from your trade history)
Screenshots of correspondence confirming the game was revoked (this can be done with any emails received as well as the support ticket mentioned above)
Of course, feel free to remove any personal information such as your email address, etc.

Guys-- careful here. I don't know the specific circumstances, but this evidence is not enough to lynch someone on its own.
Consider that 4 times out of 5, when a well-known trader trades a (later) revoked game, he himself received it in a trade prior from someone else.
Consider also that there is no faster way to get your Steam account completely disabled than to steal money from Valve. It happens immediately automatically, and you only recover it when you "make good" on what you paid.
Since this trader obviously wasn't permabanned by Valve, it's almost certain that he acquired it through a trade. It could have been from a stranger crook, someone who used daddy's credit card when he wasn't supposed to, or from an alt of the trader. You never know and need a lot more proof.
Also, remember that Steam Support is usually *really* good at giving back games you traded via Steam Trade. This is an old case, so maybe they won't, but for quickly reported cases I've never heard of a single revoked game situation that Support didn't return the items they traded for the game.
Best of luck to the original trader who lost his Skyrim, though. I hope Steam Support will give him the items he lost-- they usually do.
