Spam-
The repeated attacking of a point on a map regardless of whether an enemy has been spotted. For example a demo/soldier/heavy can "spam" a doorway/window/ledge that the enemy must use to advance. Specifically defending point "A" on Steel demos will toss pipes over the wall, you know they are there you just can not see them. Soldiers on 2fort will sometimes shoot rockets at the sniper deck to keep the sniper from stepping out to shoot. Any door/hall way a heavy will hose the open area to keep the enemy from using that area. That is spam as i know it and the major difference is that with all the classes except for spy, medics and snipers each has some type of spread (shotguns) or splash damage effect to thier shots. What i was going for was something like this a typical fire sequence from a;

Demo Pipes- bloop, bloop, bloop,bloop 4 explosive splash damage projectiles

Soldier rocket- woosh,woosh,woosh,woosh 4 explosive splash damage projectiles

Heavy minigun- riiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiip no splash damage but lots of spray

Pyro flamethrower- when in close just hoses the crowd and tries to light as many on fire as possible.

With the above classes close is good enough.

Sniper rifle- find target,pull trigger,work bolt, find target, pull trigger, work bolt, find target,pull trigger,work bolt.

My point is because of the sequence between each shot, a sniper can not "spam" an area, as a matter of fact the longer a sniper waits between each shot increases the damage a hit will do because of the scope recharge.
I am not demeaning spam it is an integral part of the game, in real world tactical situations this is called buddy cover, buddy move and it is a tactic utalized to attack hard points like machinegun bunkers or windows in a building or anywhere where advancement will be under enemy fire. To keep thier heads down, minimize the enemy movement, or to cover a retreat to a better defensible position.

This is not an attempt to say that snipers are better than anyother class to the contrary each class has to rely on another class to bolster its effectivness that is why it is "Team Forttress 2" and not deathmatch.
