Some people are naturally crap at sniping because they have slow reflexes. You can train your reflexes to get faster but sometimes it can take a very long time.
4-5 years ago i had shit-hot reflexes and i would own most people easily in most fps games but over the years they seem to have dissapeared and now my reflexes are around (if not below) average.
You need to be able to spot the enemy, aim and fire in a matter of miliseconds. Most of the time now i cant even get to aim fast enough. Ill spot the enemy but its too late. After doing some reflex tests i found just spotting and clicking (no aiming) takes me about 0.3 seconds now and thats just too slow.
This isnt specific to tf2 of course. This is true of most fps games and not just sniping in them. In tf2 though fast reflexes do not matter as much to other classes as they do to the sniper.
