Agree with Wieks on this one, particularly in regards to the valve maps #2 server. Also, at certain times of night when the server pop gets low, some maps are not as much fun to play and then it basically kills the server until rotation comes back around. If you could veto a map, or have the option to choose between say a set of 5 random maps, it could solve this problem.
