ive seen people banned for using keyboards that have macro buttons (that operate windows media player). steam's agreement stated nothing about the fact that some keyboards will get you banned, along with certain firewalls that have active program scanning.
and how does a program that modifies the keyboard input violate steam's user agreement? it doent do anything to steam, in fact, you can even use it about any program (microsoft word, yahoo chat, etc.) its not a script OR a hack. IF you really want to get technical its more of a windows utillity.
edit: i dont ever recall ever stating that steam bans people randomly,
