If its a cable internet connection or another shared connection at your uni then your node may be oversold since you share bandwidth with everyone else on that node. Since it only spikes at certain times of the day i would say thats possibly the problem...

Do a tracert in the dos command prompt to an ip address (suggest sourceop server) and post it here.
