How about instead of the menu popping up automatically, a message pops up that says type !vote to vote for skipping the next map, and the numbers used are only based on the number of people that actually vote, so if only half the server votes, then 50% of that half is needed to skip.

That way you don't get these tools that just hit 1 or 2 because they don't care about the next map and cause good maps to get skipped and bad ones to get played.
