TF2 Server List Says 25 players, Game Has Zero

I just tried again with same result. Here is what the status command reports after I connect:

hostname: SourceOP.com TF2 24/7 2fort [NO MODS] [NO BS]
version : 1.0.1.1/14 3300 secure
udp/ip : 74.54.24.198:27015
map : ctf_2fort at: 0 x, 0 y, 0 z
players : 1 (28 max)

This was at 4:23am on Friday, December 7th.

The server list showed 25/26 players. Other servers I connected to showed an accurate number of players in the list.
