24 man vanilla server sounds like a good idea to me.
don't exclude ANY stock maps. even junction and the like.
The server will be full just because you've branded it with the SourceOP name, coupled with VALVE MAPS NO MODS. at this point it's brand recognition.
It's really hard to find a server that isn't cluttered with tons of bullshit mods and shitty admins.
When your servers are full, people tend to go to another server to wait while they have that "join asap" box ticked. one person leaves, another is in almost instantly. during prime hours it isn't uncommon for all the reserved slots to be used up.
