Problems with the FoS are more centered around them completing map objectives and the other team not being able to use guns in what used to be a shooter to stop them from completing said objective from a distance.
Example:
Overtime on koth_nucleus, heavy puts on FoS, runs to point. Enemy team spawns, and shoots rockets, pipes, and headshots the heavy. Heavy survives and takes the point because none of the classes could do any damage at a distance. If a pyro were to try walking to the point to axe him sumthin', he'd just take out his gun, shoot him to death with the minigun (which spins up in less than a second) before the pyro was in range, then swap back to the fists.
Obviously there are flaws with the situation where you could have theoretically taken out the heavy, but I think you get the point.
Also, considering the high probability of melee weapons to crit, the FoS can one hit (195 damage) every class except heavy and soldier with ease.
Even the fucking sandman in its original form isn't as annoying as this junk.
Edit: Suggested strategy for the FoS from the official wiki:
Fists of Steel
The Fists of Steel make you very difficult to kill with ranged weaponry, so take them out when crossing open areas. If an enemy tries to melee you, switch to your Minigun and shred them.

The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the State.
