Some options:
Try reinstalling the os, its possible the drivers or the process to try and clean the drivers had an unexpected side effect that you cant track down easily.
Try the card on a different computer whether its a friends' or a backup. It could be some conflict between your existing hardware and the new card.
Try reinstalling your old card and see if the problems are fixed, if so rma or refund the card. It's possible the card was defective or above problems.

Conversely, download and install the newest drivers especially if you were just using the ones off the install cd. The problem may be fixed in newer code.
